The originally-approved Airport Improvement Project was to be the largest Public Works project in San Jose history. Focus groups demonstrated disdain for the typical “pardon our dust” messages and reacted negatively to promises of a brighter future. They wanted frank honesty, and loved the admission of a Monster Project and the irreverence of a spokesmonster.
